  For TextView, use the signal:

	set-scroll-adjustments (GtkAdjustment, GtkAdjustment)

  (be sure to connect before adding the widget to its container)

  For custom widgets, check the method
gtk.Widget.set_set_scroll_adjustments_signal(signal_name)
