[pygtk] Horizontal scrollbars not disappearing

Hello all,
I've been having a spot of trouble in my own program with horizontal
scrollbars not disappearing when my TreeView is empty or contains
narrow enough items to show on-screen.  Thinking that I must have set
something funky in the properties or in Glade, I decided to do a
simple program to try to reproduce.  Sure enough, it did the same
thing.  Of course, it's possible that I'm still messing something up,
but at least this one's easier to read through. :)

Attached is my source; any ideas would be much appreciated.  To reproduce:
1. Click on the "Long List" button to load wide data.
2. Click on the "Short List" button to clear the list and load narrow data.
3. The horizontal scrollbar should disappear at this point, but doesn't.
