[pygtk] Tooltips for toolbuttn

Ok, is there a comprehensible reason why ToolItem don't share the same sules
valid for any other widget (ie: tooltip.set_tip, not tooltitem.set_tooltip?)

It seems to me that MenuItem don't accept neather one nor the other...
