Has always been. These are the ones I use to build and test
pygtk/gtkmm. Unfortunately, binaries come as individual zip files
(atk, glib, pango in separate directories), dependencies have also to
be installed, glade and libglade binaries are not provided. Compare
this to the nice all-in-one installers you can download from
gladewin32....
I recently emailed Ivan Wong (the gladewin32 maintainer) about an
update of his installer for GTK+-2.10. No news yet...

http://gxaafoot.homelinux.org/~jb/debit/win32/, but no glade/libglade
