[pygtk] problem installing PyGTK on a clean WinXP system

This bears investigation.  Is there a bug open against distutils' 
wininst7.1.exe for this?

This is probably the right thing to do.  Note that there's at least one 
bug open against gtk to better handle runtime mixing -- which is 
probably a fact of life and not something that can be avoided.
