I found that this is in the python directory that is partially
installed, go to the partially installed python directory, copy this
file to c:\windows\system32 or another folder on the PATH and then
reinstall.  This worked for me.

It is a general problem that python isn't added to the PATH and has to
be added manually, althought gtk IS installed on the PATH.
