Is there any reason the new window can't just be an
ordinary top-level window, instead of being inside the
main window somehow?

In other words, you have two kinds of window: the main
window which is just a kind of "launchpad" holding the
menus and other application-wide stuff, and content
windows created by the menu commands.

Depending on the nature of your application, this may
be better than using a notebook, because the user can
have more than one window visible at once.
