[pygtk] PyGtk and PyGObject on Windows

Hi,

After a week battling with this I have fixed and managed to build
(mingw32) up-to-date installers for PyGObject and PyGtk on windows. I
have been testing these for the last few days and they seem to work.

The fixes live in the master-windows branches at

Please note, I have not built pygtk with glade support. I might build
some more with glade support soon.
