Do you have a Viewport inbetween the ScrolledWindow and the DrawingArea?  
DrawingAreas themselves aren't scrollable, so they've got to have a
Viewport as well - I imagine that's probably your issue.  I've got a
DrawingArea scrolling just fine in one of my apps.
