[pygtk] [ANNOUNCE] PyGTK 2.21.0

Thanks John,
For windows users - can you comment on whether we should use the 
PyGObject interface as you recommend for Gnome users ?
Also any notes on what else we have to load besides the GTK+ binary to 
get it all working. e.g. pycairo
