[pygtk] Drag-and-drop between windows when running on MS Windows?

Hi,
A couple of years ago someone asked whether it was possible to create a pygtk application that supports drag-and-drop between windows when running on MS Windows.  The answer was apparently no, because at that time GTK itself did not support it on windows.  Does anyone know if this is still the case?  Is there no known workaround?
