I agree it not very clear,  from the download page I gave you a link for:

"Besides the PyCairo, PyGobject and PyGTK modules, you will also need a 
Python <http://www.python.org/download/> interpreter and the GTK+ 
runtime <http://www.gtk.org/download-windows.html#StableRelease> in 
order to install PyGTK in Windows."

Is written in such a way that it is not explicitly clear that pyCario 
and pyGObject are required prerequisites
