I'm not sure but it looks like cairo does not yet support embedded
hyperlinks:

It is however listed on cairo's roadmap for 1.12:

Maybe you'll have more luck asking on the cairo mailing list or
contacting Adrian Johnson to find out about the status of that
feature...
