[pygtk] Detect clipboard paste in Python

Is there a way to monitor when a user pastes data from the Linux clipboard? I
want to know if Ctrl-V or a menu paste has occurred (not middle-click of a
selection), in any application. I have seen ways to do this in a GTK input
or textview, but I need to detect a paste in any application. I'm using
pyGTK and Python 2.x.
