Not really minimal, but see the example folder in the PyGObject package: 
http://git.gnome.org/browse/pygobject/tree/examples/cairo-demo.py

It basicly comes down to this:

def lets_draw(da, ctx):
     print da, ctx
da = Gtk.DrawingArea()
da.connect('draw', lets_draw)
